From our perspective, 500 images does NOT seem reasonable. Currently, we do not have any images digitized, with plans to digitize approximately 100 images per year (our collection is about 9,300, our full-time staff size is 10).

There needs to be some 'sliding scale' adopted for different budget/staff/collection sizes, otherwise, we would be unable to participate.
