I'm still concerned that borrowing money (even at no-interest) seems to be a valued option by some.

I would not be in favor of borrowing money. I would want us to secure grants to support start-up capital. Remember, if we relied upond 20 institutions to borrow $1,000,000 we could easily each be liable for $50,000 for starters in the event of a failure and possibly for much more.

AMICO needs ways to insulate its members from financial liabilities. There will already be large, hidden in-kind expenses to join in the form of data and image preparation.
