In the straw poll, Steve Dietz asked "won't there by a cafeteria plan?" about methods in general, and "what does this mean?", about the notice clause here in 11.1.1.

Our intention here is to assure licensees that they will be given adequate notice of how they library will be distributed so they can make plans to access it. It is our assumption that two methods will be used: 1) distribution of the entire library, or large subsets, on fixed media, and 2) distribution (on fixed media or over the network when it is appropriately configured) based on "selection" from the AMICO server catalog.

In either case, the university must make signifgicant prior investments to use the data based on anticipated access methods/formats, etc. This just tells them we know they need notice. David
