In the straw poll, Steve Dietz stated that "back fees should apply to either 1 or 2" by which I take it he means either the 24 or 48 month periods mentioned in the first two clauses. This was certainly our intention in stating they would be payable anytime during the 48 month period. Indeed, I think probably the period would need to be 60 months so that it was obvious that lapsing, and then relicensing immediately after the end of the concessionary period, was not allowable. David
