In the straw poll, Steve Dietz DISAGREED and stated that these people should be "eligible if the U. is willing to pay higher fee". Probably this is the same thing as saying, not under this license, but we might give you a license for these users too. We believe that AMICO might be willing to grant licenses for these users and uses, but like Steve think this wouldn't be under the same terms, fees, etc. so probably we are in "violent agreement" here. The point is that universities increasingly sell access to their libraries, campus facilities, databases etc. to non-students (sometimes alumni, sometimes just members of the community) under what look like commercial terms. That being the case, we felt it best to have such users, and any uses they might be allowed, provided for under a separate license. And as Steve says, for higher fees. David
