I think this is what I said in response to his similar question in 8.1.4 - only "affiliated" groups defined to the third party (such as the Carnegie Commission on Higher Education or accrediting body or the like). Otherwise its: 1) too slippery, and 2) requires too much individual, license by license, negotiation which we are trying to avoid. David
