The intention - forgive us if the language wasn't clear - was to allow modification to the format, for uses that require it, and that are under the terms of the license, but NOT to the stored image in the library. Slides are one example of a need to change a format, conversion to another image file format might be another. All these new formats would be governed by the same terms as the distributed Library [e.g. they would have to be certified as destroyed or returned at the end of a license term].

We want to allow flexibility on the user side, while maintaining the integrity of the distributed resuorce. This is why the stored version must not be altered.
