In the straw poll, Steve Dietz commented that he felt this "depends on the definition of modification". We probably disagree. It was out intention to state that whatever format the university use for its campus delivery, it MUST retain the unedited distribution source too. This enables distribution of license specific watermarked data sets and other forms of authentication and ensures that the university is able to recover original data even if the versions on some of its servers become corrupted (accidentally or intentionally).
