5.1 This section is important to the academic community, HOWEVER, if such a concept is acceptable to the museums, in practical terms the extension should be for one academic year. I don't understand the difference between section 5.1.1 and section 5.1.2. This could be clarified, but the important thing is that images for courses be allowed after budgetary termination for one year since academic course scheduling is set in place for the year. Sudden budgetary termination of the license would inordinately upset University planning without a full year's "grace period." By the way, the back fees idea is excellent. It gives the extra insurance to museums.
