From time to time we've been hearing from Testbed universities on the university license framework. We hope to open a hypernews discussion space by the end of the month that the university and AMICO participants can have these discussions "virtual face to face". Meanwhile, I'll report - Warrewn Holder of theUniversity of Toronto called today to say that in general the license is quite liberal. He was concerned about two matters:

1) they have no way of controlling the activities of those who use public access terminals in their library. They would discourage downloading by non-licensees, and stop it if they saw it, but can't really prevent it as the devices are networked. 2) they wanted to be sure that "making user aware" of the license terms was no more onerous than presenting those terms when they logged onto the library and providing a link to them at all other times. He pointed out that the University can't really make users aware ;)

Both these matters are dealt with to his satisfaction in the draft legal terminology Michael Shapiro has been working up. I only report it so that we'll all know the kinds of concerns that arise.
