I'm sure there will be submissions of the same photo or print from different AMICO institutions, but I don't think that this is really a problem. In fact, I think it will probably be one of the strengths of the AMICO Library. As curators of prints and photographs keep reminding me, there is no such thing as a true "duplicate" in art. Although digitital technology may not yet be up to showing off the subtle differences between different impressions and prints of the same image, just knowing which institutions have copies will be a great resource for curators, scholars, students, and, in particular, anyone assembling an exhibition of prints or photographs.
