Michael asks:

 Section 16.1: Does this refer to works mounted locally by the 
 library, i.e. according to Section 9.2, or does it extend
 to all works used for public viewing or other purposes by 
 Designated Users (e.g. images collected by students for a
 course project)? 

We ask that University Subscribers report on all works it mounts locally for use by Designated Users. This helps us to build our understanding of the hybrid nature of local/remote distribution systems. We do not require University Subscribers to report on the behaviour of of Designated users, although the following clause asks you to share studies with us, so that we can all benefit from the results.

  Section 18.3: Are we to certify destruction of works under 
 control of individual Designated Users on university
 networks or computers, over which we have no control 
 (e.g. a Faculty member's personal computer)? 

Again, you are asked to certify the behaviour of the University Subscriber.
