The University of Toronto signed up in July.

Our University Library database people deal with many such licenses and have taken a fairly flexible interpretation of the terms in this and other cases.

If anyone has questions about this philosophy, I will have Warren Holder of our team explain the University Librarian's rationale.

All I can say is that it seems to work. The results will be part of our evaluation of the entire project.
